Position Requirements

Candidates for the Chief Information Technology Officer (CITO) role must possess a strong academic background and extensive experience in IT and senior management.

• Education: 16-years Bachelor’s Degree (Honours) in Computing, Data Analytics, Telecom, MIS, AI, Robotics, Cyber Security, Information Technology, Computer Science, Software Engineering, or a related field. Alternatively, a Master’s degree in Computer Science, IT, or a related field from an HEC-recognized local/foreign university is acceptable. Preference will be given to candidates with an MS/M.Sc. (18-years degree) in Computer Science, IT, AI, Robotics, or a related field from an HEC-approved local/foreign university.
• Experience: A minimum of 15 years of post-qualification experience is required, with at least 3 years of relevant experience in a Senior Management role/position within the Public or Private Sector.
• Skills: Broad knowledge of information systems, including software, languages, frameworks, techniques, and industry trends. Demonstrated skills in leading complex changes and initiatives, change management, integrating teams across multiple business units, and managing a geographically dispersed and diverse workforce. Experience in designing and implementing effective information governance frameworks across the IT service delivery spectrum. Excellent verbal and written communication skills are essential.
• Eligibility: The candidate must comply with the Fit and Proper Criteria as laid down under the Public Sector Companies (Corporate Governance) Rules, 2013, the Companies Act, 2017, and the State-Owned Enterprises (Governance and Operations) Act, 2023.

Position Description

The Chief Information Technology Officer (CITO) will report directly to the Chief Executive Officer and will be responsible for the strategic direction and operational oversight of FESCO’s information and communications technologies. This is a contract-based position, initially for a period of three years with a six-month probation period, extendable based on performance.

• Develop and implement IT strategy, policy, protocols, and standards aligned with FESCO’s goals and business needs.
• Ensure compliance with established IT strategy and processes throughout the organization.
• Oversee contract negotiations with IT vendors, contractors, and service providers.
• Develop and manage IT budgets as part of corporate planning exercises, ensuring effective execution.
• Manage all IT personnel within FESCO.
• Oversee all affairs of the IT department.
• Coordinate with other department heads to optimize the delivery of IT services.
• Maintain effective relationships with key IT stakeholders in the electricity sector, such as PITC.
• Monitor and evaluate the latest IT developments to improve FESCO’s performance.
• Periodically update IT strategy, policy, protocols, and standards, ensuring alignment with internal business requirements and external dynamics.
